I have seen skirts on jigs/spinner baits that seem much better than the typical rubber materials used by most manufacturers.

Any help on what and where they might be available?

Any passed along experiences would help since I am a spinner bait junkie!

Basically there are our only 3 common types of skirt material; square cut silicone (most popular), round silicone (Starflash), and round rubber. They all have their advantages and disadvantages and you will need to experiment to see what you like. I use all 3 but the round rubber I use the least because it melt together and is a PITA to work with. The upside of round rubber is people swear by its liveliness in the water and the recent Bass Master Classic winner was using it.

Try Lure Parts Online...I've gotten some "out of the ordinary" skirt material from them.

Actually, most manufacturers use "silicone" skirts, not rubber or latex.

Although silicone skirts are a darn sight better than the vinyl skirts of old,

my favorite skirt material is live rubber, which provides the most bellowing action at rest.

Sadly, silicone skirts are more popular than live rubber skirts because they absorb color better (whoopee!)

Living rubber is a PITA  and melts in your tackle boxes but some people are in love with it. Personally I use Starflash skirts in place of round rubber.
