For the 400$ price point you would have to find a good used kayak. Your first one doesn't have to be the most expensive but you want to get one that you will be comfortable fishing out of or you will not be a kayak fisher for very long. I started with a ascend fs12t from bass pro and it has been an ok kayak for the 550$. You have to remember your going to need the paddle and I highly suggest a PFD and factor that into your budget. Good luck, I paid $399 for mine brand new but it was on a good sale and is a sit inside. The entry level cheapo SOT kayaks did not look good to me, but for a couple hundred more you could snag a good one used if you are patient. I almost got an Ocean 13ft SOT with two paddles (was a two or one person model), two PFD's and upgraded seats for $550 but just couldn't figure out where I would store it.

IMO with that budget the used market realistically is your only option for a descent SOT that will be suitable for fishing. And like others said factor in a PFD and a somewhat descent paddle if you plan on longer distance trips. Try to find one with a comfortable seat too, it makes a HUGE difference when you are out for many hours at a time. The FS12T is in that tier of entry level SOT's but it's out of your budget new, you might be able to find one used though.

I like the stealth and the renegade xt.

My sun has the spitfire but the stealth 10 or 11 angler is the best one you can get. The 10 is for ponds and small waters. The 11 is better for the bigger lakes.

I got my first sit on top yak from West Marine for around $400.  They have sales a few times a year and are worth looking at if you live near one.  It was their house brand "Pompano", which I believe is from an old Wilderness mold.

I have a sun dolphin s10 "journey " and it was like 250 bucks. It has storage in front and back.. and is only 43 pounds. It also has bungees on the side where I can hang my paddle up using only one hand. And it has three rod holders. 2 behind the seat and one between your legs that pivots.

 

The negatives are you cannot stand up... And the seat isnt very comfy. So I bring a padded bleacher seat and I'm all good.

 

Well worth the 250 . And very fun to use. You can't beat it for the money. And it sure as hell beats bank fishing ! Especially if you're fishing from the bank on a lake..  ponds are one thing.. but big bodies of water a boat or kayak almost guarantee more success.  250?? With rod holders and storage !! You can pack this thing by yourself ! Go check it out.

I will check it out, 250$ is a great deal and you're right, it will help me get off the bank.

Craigslist, LetGo, etc. Honestly, if you go too cheap, you'll regret it. I spent $550 on the Pescador new about 6 years ago and now I'd like to upgrade for a more stable kayak with stadium seat.

I don't think you're going to get anything all that great for under $400 unless it's used or on sale.  I bought my Pelican Catch 120 last summer during a Father's Day sale for $599.  Regular price is $749 so it was a great deal.  I know that's above your budget but if you keep your eyes open for sales you may be able to get a nice one in your price range.
