Is it really noodling if you don't stick your hand in it's mouth?  I believe that the only state that outlaws catching fish with your hands is in Indiana.  If I lived there I would be spending a lot of time re-locating those fish, instead of videoing them.

just take a rod and reel, tie on a bare hook, bend down and hook the catfish in its mouth, now its fishing...lol

The only thing I can think of is to tie a treble hook with a weight in front of it and cast to "snag" the fish. I don't know if there is a law in New Mexico that fish can only be caught in the mouth or not. Laws would have to be checked.

if no one is going to see you pick it up then just carry a rod and pick it up

Every drought cycle this happens whenever water dries up where fish live and nature takes care of it's own long before modern man came along.

I do notice that there is water flowing and must be deeper pools or lakes along this river where the majority of the fish end up. What you see are the hardest of fish like carp and catfish in their last gasps, the other fish have either moved down stream or died earlier and eaten by critters.

Not water dry up but they have to close the d**n becuz they have contract to sell water to other place. They know what would happen but nobody do anything about the fish. Yes I think this take place in new mexico.
