I have 2 rods that i need repaired, nothing major. One needs a new tip, and my other needs 3 guides replaced. I cant seem to find anywhere/anyone  that does it near me. I was hope you guys could maybe help me find someone. I know theres a ton of experience and knowledge here, So i figured this was the best place to go. I live in  newark delaware and will travel up to hr away for a quality good repair.

That's a five hour drive from Delaware!  DVT is actually in New York, OP is looking for a place closer to where he's at within an hour's drive.

How close to NorthEast Maryland are you?  We have a terrific rod repair guy in Bel Air Maryland (about 30 minutes below Northeast Md.)  Go to the Tom's Custom Rods website and check out his work.  Also he does go fish the upper bay so a meet might work out too but that would cheat you of the experience of sitting in his living room/work shop and talking rods!
