What works best?

im new to fishing and dont really have money for all the nicer equipment most ppl have so im wondering if there are any lures that i might have better luck with or if live bait is better for someone thats fairly new to this game. also im disabled(paraplegic) and i have to fish from a flat surface and cant get into or move around the whole lake trying to find the fish so if there are any bait or lures that i would probably have more luck fishing with while from the same spot that would be nice. almost forgot everyone around here mainly uses shiners. thanks

If everyone around there is using shiners, there's probably a good reason why. I'd say that you've answered your own question.

i figured that but then i thought that they might just not want to work the artificial lures and just let the bait work itself b/c none of the ppl that said that they preferred shiners said to not use lures they just said it in a way that made it sound like it was easier. so thats why i was wondering what other ppl have had better luck with lures or live bait or does it depend on the time of the year?

Live bait will always be better than artificial, most of us use artificial lures for the challenge and it's a little more fun fishing them. Of course catching is always the goal but we all spend more time fishing than catching. 

I suggest you do both. If your bank fishing from one spot use some lures that can be cast long distance. Try a red eye shad or Carolina rig. You could always have another pole with live bait sitting in some kind of pole holder while your working a lure. Good luck

Lipless cranks, spinnerbaits, poppers, and buzzbaits would be my recommendations. For these baits the inexpensive versions tend to work just as well as the higher end ones.

if you want to get into bassfishing for the sport of it I would not recommend live bait. I would recommend a jig (in black and blue or craw colors) with a Z-man trailer. as they are cheap, long lasting, can be fished easily, and catch fish all year.

I'd highly suggest looking into the Ned Rig. It's inexpensive, doesn't require fancy tackle, catches all sizes and all species of fish, and it is very effective even in very pressured bodies of water.
