The city of LA is within the county of LA, but there are also other individual cities within the county as well as unincorporated areas in the county. Currently there is a lot of confusion and misinformation about what applies to whom.

It gets a little mixed together with county officials appearing with the mayor of the city each day on their TV updates. I live in an unincorporated area of the county, so I have nothing to worry about with regards to any city (unless I need to go there for some reason, which I mostly don't), so I only have to worry about what the state and county say.

Suit yourself. I've been buying and selling on Ebay since 2000 and have bought tons of things, including my Z71 Tahoe, sight unseen and had it shipped halfway across the country. Best vehicle I've ever owned and I got a hell of a deal.  

 

Always use paypal no matter what and be smart about the seller, pretty easy. 

 

I've bought all my brand new Curado K's from Ebay at absolute steals. Too bad you got burned, better luck next time.
