Ideas for man made cover? (No trees or tires)

Hey all.  I belong to a fishing club and we are looking to put some man made cover in the lake but it can't be anything wood.  CAN'T be tires either.  Does anyone have any cover they've made, that they think really works?  If so, do you have a picture?    How did you make it?  What materials did you use and how much was it to build?  

We are going to use 3-6 foot long PVC pipe and cement those inside cinder blocks so they stick out into the water column, which looks pretty cool, but thats about the only thing we've come up with.so far.  Looking for more original and creative ideas.  Anyone have any?  THANKS!

Take a look at the lake Havasu artificial habitate, several articles showing what they came up with. One design was making big creates using PVC pipe and covering 3 sides with plastic webbing material, light and easy to transport and worked great.
