Fish on top with a frog or toad.

Fish in it with a punching rig.

Fish a Texas rigged senko in the pockets. 

 

Hydrilla is great habitat for bass as they form tunnels and pockets in it allowing for great ambush areas.

First off use braid. I'd punch through it with a heavy texas rig on braid, throw a frog on top, and fish the edge with something

I would use anywhere from 45-60 pound braid depending on how thick it actually is, I like 45 for frogging because of its castability, 60 for punching because of all of that crap you'll likely bring up with a lunker. Good luck and tight lines!

Also make sure you use a long heavy power rod for these applications, I've broken a few Medium-Heavy rods trying to flip matted grass

If the hydrilla isn't up to the surface a swim jig could be killer. I like crawling a big worm around that stuff to. Remember to use a rod that can handle pulling all that grass in with the fish.
