I want to try a re-paint because the paint on one of my cranks is crap.

I took all the hooks off, uncrewed the hook attachment thingys, the line attachment thingy, and the bill.

How do you get the old paint off?

Do you prime your lures?

...unless the paint was flaking off all you had to do was sand the whole thing lightly with some fine sandpaper.

No need to take the hook hangers off, just take off the hooks and split rings then tape off the bill. Sand the bait with 800 grit sand paper, like Basscollin said if flaking, you might want to use 400 grit sand paper. You dont have to get all of the old paint off, just rough it up so the new paint will stick to it.

To me it depends on the bait.  Plastic baits that float - a light sanding with 400 grit to give the new paint some "tooth".  Suspending plastics - sand off all the finish with 220 and 400 grit.  Wood - a light sanding to remove scratches, chips but never sand down to raw wood because the raw wood is much softer than the surrounding old finish and you'll have a heck of a time unless you sand the whole bait down to raw wood and start from scratch - a labor intensive process.  A guy I know uses a blow torch to remove the finish from wood baits quickly.  It works great but you have to have the right touch.  IMO, primer is not needed on baits.  A good durable topcoat of epoxy or moisture cured polyurethane will keep the paint stuck on there as well as a factory finish.
