Yes, but if you have open water why would you want to fish a frog instead of a walking bait with treble hooks?

This......better luck with spook type baits.  Certainly better hook up ratio.  I generally don't even bother fishing an HB frog all the way back to the boat.  I work it through the cover and just reel it back through open water.

If I'm working vegetation with frogs (hollow or solid) & I come to large open areas I don't change lures.

I'll also work frogs around wood (timber, brush, lay downs) with no vegetation near by.

You can, but as stated there is no advantage to fishing a frog in open water.

If a fish slaps at your frog you are going to miss that fish guaranteed. whereas if you had a spook with round bend trebles on it you have a high chance of hooking up.

The closest id get to walking a frog in 'open water' would still be near any kind of cover that I don't want a spook getting caught up in.

You can get by fishing one in open water. There may be better options at times, but places like overhanging banks, or docks can still be considered open water. A frog is much easier to skip up under something than a spook is. I do think there are better baits in a true open water situation, but you can still get by using one if you wish.
