Would a reel with  33 ipt and a 5.4:1 ratio be too fast for shallow and sqarebill crankbaits?

What reel are you looking at with those stats? 33 IPT seems pretty high for a 5.4. Regardless I burn squarebills with a 7.3 that pulls in around 32 IPT. So no, it's not too fast for me.

Spinning reel maybe...? As long as you can slow your retrieve down enough it won't be too fast.

Shallow needs to be fast.  Ive caught bass burning squarebills and killing them in open water when a straight slow retrieve seemed to bore the bass.

It is the bps extreme spinning reel

As long as you can train your hand to slow down when needed, I'd say you'd be fine.  I did it for years with great success.
