You rig them weightless with the skirt at the top of your hook next to the hook eye.  The big appeal of ika's is the fact that their weight/design allows them to fall backwards on semi-slack line.  Cast them out, let them sit, then lift them up off the bottom with your rod tip and then let it fall backwards on slack line.  Watch your line for any ticks, stops, or unusual movement.

Fish them weightless T-rigged. Also, be sure to use EWG 4/0 or larger. I tried using 3/0 a few weeks ago and I lost 4/5 fish- the hook couldnt penetrate through the lure body far enough. You pretty much fish them like a senko. This is a great lure!

I fish it the same as I do jigs.  Since the vast, vast, vast majority of your hits will come on the fall, I cast it out, let it fall, let it sit for a few seconds, then burn it back in and cast it out again.  I used to try to slow work them lifting and dropping, but I found my fish/hour went up considerably when I changed it up to a cast and burn fishing style.  I actually switched to a 7:1 Revo just so when I burn it in, it takes less time.
