I am in the market for a new 5 weight line. 60 bucks is my limit. This will be my only line on my only rod, so it needs to cast dries, nymphs, and streamers( not big, only up to size 8 or 10). I use a 9 foot 5 wt Echo Carbon, which is pretty slow for a graphite rod, so I don't need much help loading the rod. I will be casting 15-40 feet ( plus ~9 ft leader) plus or minus a few feet. I have used the rio mainstream trout line this past year and liked it, but I would like something more durable. I've checked out the sa frequency trout and the rio avid trout, but I'm open to anything in my range.

I use Scientific Angler Air Cel. It is not the greatest line, but you'll be able to cast everything you want. If you don't find it as durible as you like, you can buy another spool and still be below your budget.

I usually look around for bargains on smaller fly lines.  A lot of times, you can get a premium fly line for a low price when a company updates their lines and discontinues a product, or when someone is trying to clear out older stock, etc.  I'm pretty flexible when it comes to smaller fly lines.  The only lines I get really picky about are my bigger lines for saltwater use.  I like Airflow and Rio lines for the salt, lately.  I use a lot of Orvis lines for freshwater.  They have been very durable for me, although some of the older "Wonderlines" have been a bit limp and prone to tangles.

You can get some good deals on SA's clearance lines as they either come out with a newer model or sell the same line in a new packaging. I like their "Mastery Series Trout" line and it's currently on clearance from $74.95 to $37.95 at Madison River Fishing Company's site. I have it on my 4wt Sage SLT and have been please with its performance. Best of luck!
