Can anyone give me a ball park comparison of the MHX Fresh water series and the MHX High Mod Gen1/Gen2 as far as sensitivity, and taper. Looking to compare them to market ready rods.

Which blanks? Magbass, spinjig, drop shot, popping? This is a very hard and subjective question to attempt to answer. I'd tell you the high mod series feels more sensitive in my hands than a Dobyns Champion, yet most rave about that series. Go figure. What rods have you used? To best sum it up without additional information, the standard offers average sensitivity and the high mod offers above average sensitivity.

Aren't all the freshwater the same material, same goes for the high mod series. All my rods are all LTBs, but I've used Cumara's, Crucials, Avids, Avid X, and high end Megabass.

I have a MHX HM Mag ML/XF Rod DVT built me exclusively for shakey heads. If it helps with your question I couldn't find a Rod that I liked enough for said technique so I opted for this particular blank taper and action

Same material, different mandrels, different actions. I would put them on par with SC3 blanks, above the Crucial, definitely not on par with any high end Megabass.
