Have you tried to tighten the nut down that holds the handle on?

would standard tools damage the reel?

No, just be gentle. Get the right size socket and tighten it down slowly and you'll be fine.

small philips for the nut cap retainer and then a 10 mm wrench or socket for the nut , just don't torque it down too much , be careful the threads are brass . if it's a left handed reel , the threads are left handed threads , meaning you turn them the opposite way .

It's unusual for a handle to become loose unless it's been removed before. However, if it is loose the steps outlined above will correct the issue. All I'll add is that the nut may have to be backed off slightly to make the retainer cap line up correctly for reinstallation.

It's not a bad idea to loosen the nut and check to see if the hole (handle over the drive shaft) got deformed.  I had a Citica E handle get rounded out to the point it would rock back and forth a 1/4" at the knobs.
