I fish them along the bottom with a 1/16oz- 3/16oz weight.  If the cover is not too thick, I use a jig head designed for tubes.  They work good for spawners.

my favorite place to fish the tube bait is in thick grass where I think a bass may be bedded.  I just pitch the bait into the hole and bounce it up and down in there.  Another good tube technique is to carolina rig it with about a 12" leader and bounce the tube along the bottom, then stop for a few seconds then bounce again... use glass beads on the rig for extra noise and also stick a rattle in the tube, it should look, act, and sound like a crawfish to the bass.
