Have a friend who makes jigs and spinnerbaits that has a very simple system for making skirts and you might already have one on your bench. He uses a pair of the curved needle nose pliers, the pliers with the 90deg bend and a small wooden block. Put the band over the pliers and expand to the size needed to put in the strands in easily, measure the distance between the handles and make a wooden block to hold them in the open position. Put the strands in the band needed for the skirt then remove the block, Done.

good question, I've been wondering the same.  I was looking at the naked bait co. skirt expander, which looks great, but there has to be an easier/cheaper way, as I won't be making dozens of skirts at a time!

That video they mentioned has to be the easiest way I ever saw to do it.  The pliers method is a good substitute if you don't have the tool and want to make a skirt RIGHT NOW.  Otherwise I'd order that tool, it's cheap!!  So is the silicone for making the skirts on that site.

Go to your local archery shop get a 4" piece of aluminum shaft an insert to fit and a field point. screw field point into insert, slip insert into shaft, roll collars onto shaft,remove insert slip skirt rubber into shaft roll collar off shaft onto skirt done. cheep tool, compact, can make skirts on the go.
