Duckett 7 ft medium action micro magic pro.  Great for light cranks, or light hooks.  It is like the fish are fighting a spring when you are bringing them in.  Something about this rod, If you catch them at a distance they are wore out when they get in.

BPS sells their Bionic Blade BBM66MT for $80. It's a micro guide model. I have an old standard model that's 30 plus years old. I've replaced some guides and tip tops and it's still going strong. I'll break down and cry if it ever gets broken.

Castaway makes a inshore wading rod that is 'whippy'. Bass pro has them. They throw a 1/4 oz. a mile.

TW has a Shimano Clarus 6'8" 1/4-3/8 oz on sale for $50.  And they have Diawa's for $47.

I forgot to mention  that rod is $150.  there is a similar Duckett ghost rod spec wise for $100, which I haven't felt, but is probably similiar. I do have a MH Ghost which is a great rod as well.

Glad you mentioned this bcuz I have a duckett rods and they are nowhere near under a $100. I might check out the ghost line.

  If short and whippy is all you need,  how about an Ugly Stick?  I could get you a new one for $5.  Heck for that price you could buy 10, and be set for life after spending $50!

I was at gander mountain and randomly found a gander mountain guide series 4' ML casting rod. It was 50$ that fits your criteria.
