I don't buy skirts.  I buy living rubber in various colors and make what ever I want.  Jan's Netcraft is the best price I can find right now.

There was a tutorial type thread on here a while ago, but the search feature isn't finding it...anyways...

I forget who put the tutorial together but you can make a rudimentary skirt tool with large aluminum knitting needles, 12.5 mm, they're usually a brass/gold color.  They can be found at mal warts or any craft store.  

The needles are hollow, cut with a hack saw to desired length above the point of the needle.

Lube with some vaseline and slide your collars on over the point and up the shaft.

Put it in a table vice or whatever you come up for holding it.

Build your skirt in the tube and slide your collars up.

Quick and dirty...

Looking for a nice tool that spreads the bands and keeps them round, looking into the Naked Bait co. skirt tool.

2. I have a little tool that I cannot remember where it came from but if you are only making a few skirts a ink pen will work. Get one of these

remove the top cap, butt cap and ink cartridge. You can stick the skirt material inside the larger end and roll the skirt collar over the tapered end.
