The best deal would be a Mitchell 300 spinning reel for like $50 and a Bass Pro Shops Graphite Series spinning rod for $40. If I was in need of a spinning set up and could only spend that amount, this is what I would get, the rod has good guides for that price plus it allows you to get a better reel, it isn't great but it will work.
