Water is way down in the lake I fish, so the Milfoil is way up. I wanted to attempt throwing a weedless Spoon like a Jawbreaker or Bomber Who Dat spoon in the weedy stuff.

Question is, I know these type spoons, similar to a Johnson Silver Minnow, can cause line twist. Should a swivel be used to fight line twist or should I tie straight to the bait to keep the correct action?

Spoons and in-line spinners are the only two baits that make me add a snap/swivel, Both twist the line like crazy !

A Johnson Silver Minnow that twists your line is being fished too fast.  The action is better and twist is eliminated if you fish it sloooowly.  Adding a trailer really helps eliminate twist.  I've used trickworms, grubs, and split tail trailers.  Whatever style and color that tickles your fancy.  Usually white with a silver spoon, and something else that matches the gold colored or black.

These type of spoons aren't meant to spin during the retrieve. As Rambler stated, if you're getting line twist, you're fishing it too fast. The spoon should wobble as it skims accross the surface or just under it. Adding a swivel will only increase it's ability to spin.
