Obamacare/cabelas Tax???

Anyone see this Medical Excise tax added to your Cabelas receipt in amount of 2.3% of purchase price. Got a email about it, checked the .gov links and fishing stuff is listed... http://www.irs.gov/publications/p510/ch05.html This is insane!
