Ordinarily I would suggest a Carolina rigged green pumpkin lizard fished on the stump flats where the Tom Bigby Waterway starts before the Ms line, however with the way the weather has been you are on your on.  I haven't heard of anyone catching anything for the past month or so now, be it bass, crappie, etc.  Never seen fishing screwed up like this and I have lived and fished W Tn for 53 years.  Just heard that the new Carroll Co 1000 acre lake has had a major fish kill.  Trying to get conformation.  Take that back, the local Bolivar crappie king has caught a few,  sure you know him, Co Mayor candidates treasurer.  I lived in for several years and graduated from Bolivar in 1979
