It is called blue glimmer and it looks like #192. I was told that the skirt color should be that one but I dont want to order $15 worth of the skirts if they arent the ones i want. The skirt is white with black flakes but at certain angles it has a blue flash to it. Please let me know if you know the color i am referring too and if this skirt works.  I have a place I can buy it but its $1.00 per skirt which is way over priced.

If you want to buy from Barlows then yes, you have the right color. I get skirt material from LPO, Barlows, and Fishingskirts and a few other places because a lot of places have their own colors you can't get anywhere else. The color from Barlows had the name changed, originally it was called "blue interference pepper"  but then change a little while ago to "pearl pepper blue tint". I used that color as well as purple glimmer, and green glimmer, they are excellent for spinnerbait or swim jigs being used in clear water.

I got the same color from fishingskirts.com and yes it is $2/10 tabs like 00 mod stated. Unfortunately you will have to pay shipping as well.
