I would not feel guilty about harvesting a new state record. I have always practiced catch & release on smallies but that fish because of the logistics would become my only skin mount smallie. 2 Quote

PA requires you get it weighed on a food store scale with a paper print out giving the weight. I know the bait stores & some of the marinas have certified scales but the state record requirements are very specific about the scale with printout. It would be almost impossible to keep the fish alive with that procedure. Quote
