Googled Rudd I will have to agree that's what they are

Ever try pike/pickerel fishing? one of the best baits there is... catch one about 10" long and put a 6/0 circle in its dorsal fin. Very hardy fish, unfortunately they are impossible to find around me. All we can get here are golden shiners, which are very close but no red fins and are a smaller size.

Looks like a typical golden shiner.

Rudds and shiners look very similar, a description is here:

"Two characteristics can distinguish the golden shiner from all other minnows: (1) the lateral line has a pronounced downward curve, with its lowest point just above the pelvic fins; and (2) there is a fleshy keel lacking scales on the belly between the pelvic fins and the base of the anal fin. The lack of scales on the keel is important to differentiate the golden shiner from the very similar-looking rudd"

Quoting wikipedia? It is a rudd, no doubt about it. Red fins give it away. Not to mention that fish looks to be about 10" and he said it is one of the smaller ones. Ever see a 12"+ golden shiner?

Yeah I was roughly 10" maybe a touch bigger. There were some swimming around that were 16"+ easy from a distance I thought they were bass cruising the grass flat I foul hooked that one with a spinnerbait actually.

Yeah Mr. common Rudd, I caught a 16" one in the niagara river and I guess it is an invasive fish... I didnt know that at the time and threw it back in anyway
