I'm not from your area, but a good way to find out spots is to use a map, look for the blue and put the name in your search engine, you'll get a better clue on public waters.

I did that but all of it is surrounded by houses but it is public. Any suggestions? I dont have access to a boat.

Hillsborough River, Lake Tarpon, Bradenton river are the biggest fisheries. But if you probably try all the little lakes and ponds in North Dale or Carrolwood, Lutz. I didn't fish much when I lived in St. Pete. There are few folks on here from that area, I know they fish the hillsborough and one fishes tarpon

You have to keep expanding to find them. I'm my area I had to go 15 miles to find an acceptable lake, after that 40+

If they are all covered up by houses, try knocking on doors and being nice about it.

 

A little appreciation goes a LOOOOOOOONG way.
