Subjective to price range.

But my favorites are Powell Max rods, they are simply the best rods under $200 IMO, with a $140 tag on em.

Personally I'm a huge fan of g Loomis and falcon rods, I have a couple shimano rods I really like. I haven't used any dukett or Powell's yet but I hear they are really good too. Nowadays it seems like if you spend $100 plus, your getting a pretty good rod.

Entirely subjective opinion, Tyler. I like a tip-light rod, but others prefer tip-heavy. I like a thin handle, others thick. I like xyz color others like zxy. Some have to match rod/reel color, others don't.

Having said all that, of what I own, Shimano Compre spinning rods (previous gen) because I love the grips, the sensitivity is great, and the warranty is second to none, and St. Croix Premier for casting because it is a sensitive, comfortable rod.

If money were less of an object, I'd have higher end Shimano, Croix and Loomis rods. They feel incredible to the touch, in in store testing.

The only best rod is the one that fits within your budget and feels comfortable in your hands.  You will get a lot of opinions, but only you can determine what is the best rod.

This reminds me of the old zen koan, where the guy walks into the potters shop and says, "I desire the best pot in your shop.  I must have the best pot in your shop!!"  The potter gently waves his hand all around his shop and says, "Take your pick."

Way too general of a question. The amount of answers and variables is too great to even attempt...

What is the best car?

What is the best coffee?

What is the best restaurant?
