The river I fish on is pretty rocky/woody and if I use any sort of Texas Rig/ Drop Shot Rig with a weight it gets stuck pretty quick...is my best bet to just go weightless?

How deep are we talking and are you pegging the weight? I like reaction baits around woody cover and I also peg my weights almost all the time. You might also try some shaky heads as they also seem to come through cover pretty well. Soft swim baits are another option too....

Weightless plastics will also, work like a fluke or a stick bait. As you can see you aren't really to limited just chuck it out there and don't be to upset or irritated by a few break offs.

Sounds to me like you are fishing the right stuff if you keep getting stuck! Like fly said, try pegging your weights and go with the lightest weight possible and still have a good feel for the cover! Getting your baits unstuck is a bit of an art, getting frustrated only adds to the problem. Just remember slow and steady wins the race!!
