although it is very close to a zara II i dont think it is one. 

seems that the zara II doesnt have such a straight "chin" rather more of a torpedo shape. also I didn't see any Zara II with the line tie straight out of the tip of the nose.

 

Thanks for the idea though. I'm thinking maybe its a newer version of the zara II that i found pictures of. Or maybe a knock off of the zara II?

Here is a better picture showing the flat nose. Also just behind the head, you can easily see where the bait is joined, where they have melted two sections together during manufacturing. This makes me think it is a cheaper bait, but i could definetly be wrong about that.

Thats a valid point that i hadn't considered. I knew it looked like it may have had a bill, but couldn't see how a diving bill would work.

The only problem i see with a jitterbug lip would be that there are no screw holes or anything indicating it used to have a lip. The jitterbugs lips were screwed on. also the line tie would probably be on the lip not the bait.

maybe the company used the same body for two baits, one with a lip one without?

I believe it is a Woods Manufacturing spot tail minnow. If you look into it on the internet you should be able to find a matching photo. Good luck.
