haha get ready for 500 different answers. there is no "best" bait. it all depends on the conditions and personal preference.

to be more useful, I am a huge fan of black jitterbugs at night or when it is overcast. floating rapalas are also pretty good. for poppers, I like the ones that rebel makes.

From my limited experience there are several types of topwater baits, so it is difficult to select a best lure.  In my non-technical speak there are:

- Poppers (i.e. Rebel Popper)

- Walk-the-Dog (Rapala SkitterWalk, Spook)

- Floating Twitch Baits (Rapala Floating Minnow

- Gurgling Baits (Jitterbug)

- Propeller Baits (Heddon Torpedo)

For me Poppers are the easiest to use and I like walking the dog with the SkitterWalk.  The Jitterbug is a must have classic for a reason :)

1.heddon pop n image jr.(threadfin shad)

3.small skitter pop(when fishing a river)

I prefer a pop-r type bait over a buzz bait, perhaps a frog in padded/weedy/backwater areas.

Buzzbaits are very effective though, a close second to poppers IMO.

f-13 is very versatile and that's why i always have it tied on http://www.rapala.com/products/lures/original_floater/

Overlooked and not used as often anymore, that's why it works so good.
