ive seen stranger....... ive pulled stuff wierder than that outta the pad stems in my favorite lake, id wait till spring, the day after thaw, or the last days before ice up in the fall,    toss a heavy 1 or 1.5 ounce jig into where the pads grow, and haul out the weed stems, in them are tons of old baits.  one looked alot like that, but it was beat the all h*ll and i tossed it out, it was a rusted, piece of junk with chips in the metal and alot worse!

any idea what the bait is?

It's called a Super Dooper by South Bend.  It was popular as a trout lure in the 60's.  Caught a bunch of rainbows on them in the Deschutes river in Central Oregon when I was a kid.  They sold for 49 cents.  Brings back memories. ;)

Yep, they still sell them up here in Washington.

I see those in every tackle shop I visit in my state (Washington).  Grew up catching trout on them.

Still got a 1/8 oz model. Last time I fished this was probably 45 years ago...

Super Dupers are a little different than regular spoons...they are bent around into a "U" shape.

haha it seems every grandpa has a lure they swear by (that usually looks strange).

I guess Luhr Jenson bought the rights to the design and name in the 70's. Anyone still have any Weedless Witches ? Or a photo ? Come on Goose52, come though on this one.

I still have most of my gear from the early '60s but don't have a Weedless Witch. I just did a web search - does the bait you're talking about look like a rigged-Creme worm except with no prop? If so, it's still available it seems by DeLong...

You are the man.  I forgot Delong made them.  For those of you who may not know it, this was imo the original senko type bait in 1977.  I couldn't find them after that.  Strange, I don't recall having DSL internet back then.  Stan Fagerstrom was an advocate of this bait and caught some huge stringers with it.
