I'm in the same situation....got sick of not catching i actually broke out the spinning rod and an inline spinner from blue fox...starting nailing them yesterday.For whatever reason they wanted something small and flashy.They wouldn't bite anything else.

Citica i think i have 3 on 3 off.Usually stays like that
Quantum accurist i have it set on 5-6 Works bests for 3/8oz...heavier the lure the lower i set the brakes.
Shimano Scorpion I think i have 1 on but my magnetic is set at half or a little more.I love my scorpion because i can really switch up on my settings if i wanted to.I'd really like to pick another ones of these up by the end of winter when it comes.
Only time i can freespool is 3/4 oz lures or heavier.You really gotta train that thumb.
Which is why i don't hate winter(well i don't like it either)...by spring time i'm roaring to get out on the lake as soon as our bass season opens.Once dec. comes around the corner i'll be visiting tackle stores with my kid.We'll play the game "should daddy get this or no?"..he usually gives me the right answer.
Contact your wildlife department....pretty much all you can do.Inform them what's going on and see if they can check people out more often.They'll appreciate the tip. Plus it shows you care.
Confrontations will lead to problems...trust me on that.Early this year i saw some guys using dip nest catching everything any anything and keeping everything even undersize fish.Ended almost getting into a fight over it as well.Not worth it.
You can also call the cops and they can hold those people till a wildlife guy comes out there.
Where there's trout here they keep a watchful eye on those waters for some reason.

Road warrior's suggestion is why i have a dog as well.My Dog is also my door bell...since i don't hear too well he alerts me when somebody's at the door.
So in another words it's pretty much about presentation/temptation to the fish to bite that lure.

And sometimes it's not even about presentation. There is one lake where I live that contains religious bass. Sometimes they will fast for days. :

I've been online for over 5 years and talked on countless message boards.Over my experience it's easier to open up.I can bet if anything,most of us are pretty quite easy going guys/gals.
I perferr baitcasters now...i grew up with spinning reels.
I still switch back and forth.
Finesse,weightless and inline spinners go on my spinning...everything else goes for baitcasting for me.
There's a few information going around on how to get them and how it's done.Del mart is one that i know of right now.
It can be done...It just takes some digging and practice.
