The above answers are correct. It's a method to get bait into/under cover.
Ultra or light fishing on spinning is popular there and these baits/rods typically don't skip very well due to their size/design/weight. Imagine trying to skip a 1/16th ounce anything accurately!
So they use shooting to get into tight cover. It's essentially flipping but really loading up the rod while doing so.
It's also most often done from shore fishing (Okappari), in tight confines, where swinging a rod to skip is all but impossible.
Yes, I've used these when I was throwing "poop baits" last year. I used the smallest size, weightless Texas rigged. Weightless because with just a hook they come in at a 1/4oz!
I used light and dark colors...and pink. And they all seemed to work.
I'd cast, let them sink. Then jerk, jerk, jerk to get them off the bottom...and allow them to sink again. Repeat.
To me, this is the most interesting, noteworthy part when I test tackle. When something really jumps out at you that may be different...but in a really obvious way.
My favorite Wacky/Dropshot hook did the same...the extreme penetration, ease of hookset, etc all REALLY jumped out at me in a sea of otherwise "good" hooks.
I think most hooks are "good" but it's these types of obvious standouts (in addition to the smaller nuances) that take a piece of tackle from "good" to "great" or even "exceptional".

If it's a sinking bait, yes..I'll drag it around the bottom. But now and again I pop it off the bottom then let it sink. Fish often hit on the way down. Wait till back on bottom and repeat the process.
If I'm using a floating bait (Z-man), the bait naturally wants to float up the column. So dragging it pulls it back down to the bottom. No need for a pop here...just stop moving and let the bait float back up for a few seconds. Wait, and repeat. You can also do some wiggles while the bait is floating to give it some extra life.
