I have the 7'1" dropshot rod and it's been my go to hover rig rod and neds. For dropshot I use a 7'0 tatula elite mostly.

This is the answer. Tatula SV's are very forgiving reels and workhorses. They WILL get noisy but that doesn't detract from their usability and effectiveness.

I am sure you could get away with using a moderate action rod for a jerkbait but you really need the fast action to get that effective quick snap. The problem with a MH fast is the trebles on a jerkbait are small so you would really need to get your drag dialed in properly or risk losing fish which may happen anyway since the rod won't absorb the headshakes and jumps as well. Depending on the MLF spinning rod, it may be your best choice for smaller rip baits. For jerkbaits I use MLF casting rods.

For frogging I use a Daiwa Arachnid which is essentially a Tatula 200. I like the 150 and 200 sizes for frogging because you can get a lot of line on those spools.

The regular junior is very shallow - probably dives to 3-4 feet but out of the package they are a slow float and will come to the surface. I really am liking the x-80 trick darter for a smaller size. I would look into those.

In the shorter ranges I would go St Croix Premier or get a custom. A lot of musky rods are 8-9.5 feet anymore.
