Myself I'd start off throwing a shallow crankbait. It's a good search technique to cover lots of water. I usually catch fish of all kinds on a crankbait. Sometimes a squarebill for aggressive movement, other times a round bill for less aggressive movement.
Then the good old weightless wacky (since it's shallow). Or a weedless setup like a weedless jig with a craw type trailer.
Also ... since it's shallow a top water would be something I would try as well.
For finesse, due to the water depth it is either weightless wacky for a slow fall, or a dropshot wacky to get down deeper quicker.
This is on a medium action spinning setup. My finesse/dropshot setup is a Shimano Crucial rod with a Shimano CI4+ reel and 8lb Fluoro.

Sandy isn't the best lake to fish. But if that's the only lake you will have access to, just go to where the weeds are and either fish along the edge or go into the thick middle and use a weedless hook setup to get your bait to the bottom.
I have the Zodias 7'2" heavy (at least I think it is 7'2"). Anyhow ... i use it with a 7.3:1 reel and 65lb braid for pitching to heavy junk. I have been very happy with it. The Zodias are a very nice line of rods.
I handled the Tatula 1000 spinning reel last week at a spring Fishing show. I was inquiring on light reels for my ultra light Crappie setup. It was in impressive reel. It was very high quality. In playing with it for a little while I noticed it was a smooth as silk. I highly coveted it. But alas ... it was twice my budget.
