When I read the title I immediately thought a ML would be best for the job but what you described isn't what I would call finesse. In your case, I would lean toward the M if you want it to pull double duty but I am not a fan of throwing Texas Rigs on M rod. I would just go MH and only throw Texas Rigs with it if it were me.
I would look at the Shimano Zodias or Expride. I like the Expride's better than the Zodias but they are both really good rods. I would probably go with a MH if it is as weedy as you say, otherwise I would go with a M.
If I were going to do something like that. I would rather have a 3 different rods and one reel and just switch the reel between the rods and keep the same line on the one reel. A M, MH and H rod and 40 lb braid on the reel. I could fish a treble hook bait, a Texas rig and a Frog. I would just adjust drag and add leaders as needed.
If you are talking about with a fish, I don't notice. I guess one would be able to tell the difference throwing an A rig on a PG vs an XG, but I don't do that. I think you are over thinking it. Just buy any reel and go fish. You would be hard pressed to go wrong at $250.
