First of all, fluorocarbon line IS a monofilament line. What you are referring to as mono is, most likely, a nylon line. My second point, there are lines today that are made of both nylon and fluorocarbon that have traits that might be a good compromise. Do a little more research...

buy a heavier salt impregnated bait would be my 1st choice... next would be a nail weight inserted in the middle of the bait (not the end as a neko rig if you want to keep the wacky rig action).

The erratic action and shimmy on the fall (as Scott writes above) is the reason to throw this bait. Inserted nail weights leaves the bait more unstable than a belly weighted hook and is a more preferred action.

I have no idea how many bass I never feel inhale the bait... much better percentage landing 1lb.+ bass than little guys that don't fully engulf a bait.
