Find out what racks from Thule and Yakima fit your vehicle. Check Craigslist and local bike shops (often have spring swaps. I got mine for 75 at one... saved 300.) If you need help with figuring out the racks that you need, pm me. I've got a ton of experience with the stuff.
Carpets, noodles and foam all will catch dirt/dust and can scratch the paint it's inevitable. Invest in a rack and save your car. Racks can be sold later on and you can recoup most of your money.
Keep an eye on the local craigslist (NH, VT, Western Mass, Plattsburgh) for 17' Trackers, they pop up all the time for $1000-$4000. That boat will handle Hosmer, Curtis, Peacham, Waterbury, Iroquois, Hortonia, St Catherine and the likes with little problem.
If you fish big water (Champlain) or windy areas (most everywhere in VT), you'll appreciate glass because you won't be blown around as much.
That being said... a ratted out glass boat won't be worth a nicer tin one.

Sell both TM's and get a Battery and a 70lb thrust model.
You can cut down a TM shaft, depending upon how handy you are with wiring things it could be considered simple up to "I'll just buy a new one."
Dicks clearance section often has a few random pointers for ~$9.97. buy enough to use their $10 off $50 coupon and it makes them even cheaper. Used Pointers are often sold for $6-9.
Aside from those the Rapala's mentioned above are great.
None whatsoever, I do tend to swing for the fences when fishing them on a swimbait hook though and use deeper gapped hooks. Always a Damiki (2/0), Eagle Claw Laser (4/0), Davis or Gammy (6/0).
2.8's on a Keitech jig or Carolina rigged on a 1 EWG.
3.8 on a 2/0 EWG swimbait hook (screw lock, Damiki is the only common one I can find) or a swimjig.
4.8 on a 4/0 or 5/0 screw lock swimbait hook, chatterbait, Carolina Rigged on a 4/0.
5.8 on a 7/0 Swimbait hook.
These have been my most successful riggings.
