I got rained on yesterday for a while, not real hard just a steady drizzle for about 30 minutes twice. During about half of that I had them covered with a tarp since I don't have a rod locker. With water getting in them, does that mean I have to clean them now in order to get top notch performance?

I'm not really sure but I think they are designed to get wet!

I don't rinse them off when they get wet, just wipe off surface or not.

Just let them air dry.

I would think that If you rinsed them off at home, and have choline or other chemicals in your water, that can cause more damage long term than rain water,

I'm sure you know (other folks may not) that if you do rinse them off, a light spray is all that is needed, don't rince at full blast.
