Not always a spinnerbait, and trust me, I do like my spinnerbaits, but some type of moving bait. I want to see if the fish are active before I switch to a slower presentation.

U-bolt or thru-bolt to a piece of 4x8 plywood or 2x6 pressure treated under both legs full length of the truck bed.
Personally, I would thru-bolt onto 2x6 PT and use wing nuts to make it easier to disassenble when your done for the day/season. Keep it light as possible but sucured from wind uplift. Use stainless steel hardware and you have a system that will last for years.
I am up to 10 different species of fish on a lipless crankbaits from bluegills to saltwater stripers. 1/4oz, 1/2oz and 3/4oz will cover all applications.
4" schedule 40 steel pipe. As Teal mentions , see if a plumber or a sprinkler fitter has this. You'll need to paint, it looks pretty bad once it starts to rust.
BTW, cement is just 1 ingredient used to make concrete, add some water and aggregate and you're in business!
